  5. six counts of misdemeanor drug offenses (cocaine possession,
  6. conspiracy to possess cocaine), less than four weeks before he
  7. is to go on trial on eight counts (including three felony
  8. charges of lying) handed up after his arrest in January in an
  9. FBI sting operation; by a federal grand jury in Washington.
  10. Despite his legal problems and treatment for alcoholism and
  11. prescription-drug addiction, he has been acting as though he
  12. will run for a fourth term; a felony conviction would make him
  13. ineligible to hold the office.
